A. 1. The removal of the Communion Rails had nothing to do with Vatican II. The removal of the Communion Rails was the result of liturgists who wanted to "simplify" the interior of the Churches. Consequently the interior of many beautiful Churches was destroyed because of a fad.
The good news is that some Churches are building new Communion Rails and many of the newly constructed Churches are including Communion Rails as part of the Church architecture.
