Accordingly, "The fullness of time" means "when the time was right." It was the time that God chose, the perfect time in the history of mankind to ensure the salvation of many. If God had incarnated earlier or later, or even today, it would not have been the right time, the fullness of time. "The fullness of time" was God's chosen time, not our chosen time.
